			<content:encoded><![CDATA[<p>David Dewhirst is juggling plenty of downtown projects, but that didn&#8217;t stop the high-profile developer from taking on another fixer-upper. Dewhirst recently spent $1.35 million to purchase the Daylight building, at the intersection of Union Avenue and Walnut Street, and he plans to convert the empty shell into moderately priced apartments and space for retail shops.</p>

<p>The local developer is seeking county approval for tax-increment financing incentives worth more than $2.1 million, to aid renovation work on the Arnstein Building, at 505 Market St., and the Daylight Building, at 501 Union Ave.</p>
